 2. Commander/Director Assessment and Intent

The year 2025 was a jammed packed year of making USS JOHN BASILONE a fighting asset of the United States Navy, living up to our legacy of Gunnery Sergeant John Basilone, and ended with its sailors resting back in our sunny home of Mayport, Florida.

Our efforts this year continued with the overarching goals of last year; be ready to fight and win with a proficient and competent crew for any combat operations at sea. Our command vision was thus: We are Selfless Warriors, a tough and resilient team. We are Connected, Confident, and

Ready. We take a stand as a united team and drive every problem we encounter. We Move Forward on every objective we encounter, from crushing certification events to live fire evolutions. We learn our place in the JOHN BASILONE Battle organization and seize absolute ownership of our assigned mission.

This year was challenging for the crew but we overcame it with overwhelming might. At the beginning of the year we set our sights on May, our Final Contractor Trials. Through thorough preparation and the dedication of our team and our Bath contractors it went exceptionally well. Through our Post Shakedown Availability we worked hand-in-hand with our Bath contractors to correct over 158 identified discrepancies. Coming out of the yards we excelled at Dock Trials and a combined Contractor and TYCOM SEA Trials, all due to the dedication of our crew. We were challenged by a 21 day pilot Tier 1 Basic Phase that only one other ship had accomplished on the West Coast. We attacked it and accomplished it in 15 days through our motivation and driven mindset. In November, we celebrated our first birthday and reflected back on the past year of triumphs.

We look forward to the opportunities and challenges that lay before us, as we strive to the defense of the American people at home and abroad, as we prepare for our eventual deployment in support of maritime defense operations.

January – The year began with the ship on holiday stand down in its new homeport of Mayport,

1. The ship set sail to accomplish MOB-E certification, conduct a 5” shoot and stream Nixie. This was a momentous moment for our young ship as this was her first UNREP. Although sea state and environmental conditions were challenging, our crew overcame it in a momentous step for us. We pressed ahead with other certifications as we pushed ahead with MOB-D and COMMs. Another first occurred for us as our first Captain, CDR Livingston turned over with

CDR Brooks. We closed the month out with a berth shift and preparing for our combined CSSQT and FCT. We also had the opportunity to conduct community outreach as we gave a tour to Neese high school NJROTC unit.

February – Focusing on successfully planning the execution all shakedown period became the priority as planning for the execution of FCT commence. The shakedown period of a ship post acceptance trials is geared to identifying any material discrepancies and ensuring all systems are properly functioning. Within this shakedown period a post-delivery test and trial period also occurs, focusing on operational propulsion plant examination, combat system ship qualification trials (CSSQT), acoustic trials, among other things. Our certification cycle continued as well as we successfully completed our SAR PLOTEX, receiving 100% and conducting deck side training for moor to a buoy and towing.

March – The ship would yet again set sail, this time for rehearsals of our FCT and conducting CSSQT. We conducted live fire exercises for 5”, MK38s, and CIWS, ensuring the accuracy and calibration of our gun weapon systems. Once moored in Mayport we conducted maintenance on our MFTA in preparation for heading south to the AUTEC range for acoustic trials. Our crew was able to get a moment of rest amidst all the trials and testing and got the opportunity to conduct our first swim call in the Bahamas. This month our sailors also took the E-5 and E-6 exams.  We also were able to conduct community outreach this month as we gave a tour to the Gainesville HS NJROTC unit.

April – This month our focus entirely shift to focusing on successfully executing FCT. Getting underway twice this month for rehearsal runs, both times conducting an air defense and surface defense detect to engage exercise, a live fire demo with 5”, an anchor drop test, full power run, underwater detect to engage exercise, NIXIE streaming, countermeasure wash-down, and a AFFF demo. This month also began ship wide damage control exercises in preparation for our long pier time following FCT. In the midst of all the craziness of preparations we made time for both outreach and for the crew. CAPT (RET) Dackert visited our ship for a tour and was able to connect with our sailors. A command picnic was also held to raise the spirits of our crew while we pushed forward.

May –All the preparations and work finally paid off this month as we successfully executed a FCT. Our FCT score was the highest among the last 7 new construction destroyers.As our period of shakedown concluded the priority for the command shift to a successful PSA to correct any discrepancies noted during our shakedown post commissioning. Import training remained a high priority for the ship during this period as we looked for ways to build proficiency within the crew by conducting import training or looking for opportunities for our sailors to cross deck to gain valuable experience for us to take to sea.

June – Beginning the month we became the flagship for the Commodore of Naval Surface Group Southeast, a pennant shift that occurs monthly in the Mayport basin. During this time we had the honor of hosting the Peruvian sail training ship, the B.A.P. Union. Our wardroom was hosted onboard for a reception night. The New Jersey Navy League, one of the driving forces behind our commissioning committee, came to visit the ship and see our progress. Our sailors were able to reconnect with folks that helped get us to the stage of life we were at now. A hull cleaning occurred, one of the regularly scheduled maintenance items we conduct to keep our ship ready. PERS-41, the Surface Warfare Officer detailers, conducted a ship visit during their road tour to brief the Wardroom and hold open dialogue. PSA work continued, to include installation of physical throttles, an upgrade to our voyage management system, various preservation work, among other things.

July – As PSA work continued, our ship began working on preparations to homeport shift to Rota, Spain. We would hold bi-weekly meetings with CTF-65 in the successful planning of moving not only our ship, but the families of our sailors, detailing issues, housing, moving household goods, and a plethora of other topics to make it as easy as possible on our sailors. In port training continued as our bridge watch standers attended Bridge Resource Management at the NSST in Mayport. Our watch standers worked to build a deeper understanding of a shared mental model, delegation, dealing with task saturation, as well as contact management. RADM Cahill, Commander, Naval Surface Forces Atlantic, visited the crew to see first-hand the ship and the hard work JOHN BASILONE Sailors have demonstrated during final contractor trials, Tier 1 basic phase events, and the post-shakedown availability onboard JOHN BASILONE.

August – Training and preparing to go back to sea began to take a forefront priority for the ship as we conducted Crew Cert I, assessing the overall training program and their ability to provide an adequate number of qualified crew members to support safe operations at sea. This month our Captain announced the selection of six of our First Class Petty Officer’s to accession to the rank of Chief Petty Officer. During this time honored tradition we witnessed the transformation of six of our finest sailors into the leaders they are today.

September – We pressed ahead in our training and preparations to get the ship back to sea. Weekly meetings commenced for READ-E4/5/the 21 day Tier 1 Basic Phase certification. The latter being a pilot program only one other ship had run on the west coast. CPO season continued as a regional CPO pride day was held at the Jacksonville Vystar arena. Our selects celebrated the esteemed brotherhood they were about to join. Dock trials commenced at the end of the month, kicking off the import period of the slew of trials we were about to face to get the ship back out to sea successfully.

October – In the midst of our busy trials we were able to take two opportunities to honor the legacy we uphold every day. Veterans of the past USS JOHN BASILONE (DDE-824) toured our ship prior to commencing the underway portion of our trials. Our crew was able to meet with and connect with these veterans. Post trials underway we were honored to conduct a burial at sea for 30 of our shipmates who wanted to be committed to the waves they once rode. Our trials concluded successfully, with contractor and TYCOM sea trials being conducted simultaneously with high success.

November – This month was an incredible momentous month for the crew of JOHN BASILONE as she became the first ship in SURFLANT to successfully complete, and excel, at completing SURFLANT/SURFPAC experimental 21 day Tier 1 Basic Phase certification to produce warfighting ships. On November 3rd she began the process with in port events focusing on casualty power training for MOB-E, NSST training for MOB-N, in port training for MOB-S, and COMMS checks. She set sail on November 10^th for the underway portion of the events. On

November 14^th she completed an unexpected transit to the VACAPES OPAREA to conduct her second UNREP with USNS LEROY GRUMMAN. JOHN BASILONE scored in the 90s across all warfare areas and completed the 21 day plan in 15 days.

December – Building off the momentum of incredible success of November, JOHN BASILONE began work on certifying Tier 2 Basic Phase Events. INT, FSO-M, NSFS, VBSS, and EW all began a serious of administrative, material, and training events. Sailing to sea once more we successfully completed our NSFS live fire evolution. Experiencing several material and system causalities, our trained and motivated sailors tackled the challenges with haste and persevered allowing us to certify our first Tier 2 warfare area. The month concluding with us commencing our holiday stand down, giving our sailors much needed rest after a full year of fulfilling our mission.
